Has anyone noticed that in America, it's almost impossible to "be" anywhere and not be accused of loitering? In America, the only reason you're allowed to be out in public is to be shopping, attending a pub, bar, hangout or another home or in a park for a limited amount of time. Being "free" in America basically isn't allowed. In Europe, there are endless places where you can just BE in a common public place and sit the hours away. Not in America though. Just people watching, sitting, relaxing, killing time or doing nothing is suspect. You're either in your car or in a store or other establishment. Being outside one of these is not allowed. America is NOT a very friendly place to be if you want to socialize outside.

If you just sat in a park literally all day in America, I guess a cop might stop by to see what you're doing, yeah. In my experiences though, they really are just looking for people doing/selling drugs, trying to molest kids, etc. If you're just sitting there innocently and it looks like it, they'd probably just ask you a couple questions and then leave you alone.
In my late 20s, I was with a group of friends at night in a park that was technically closed overnight, we were looking at some astronomical event in a telescope. An alignment of Jupiter's moons or something like that. Two cops noticed us and approached us. We explained what we were doing and apologized for being there after it was closed. They said they thought we were just some kids doing drugs, said we were fine, asked to look through our telescope, and wished us a good evening and left. Depends a lot on the location and circumstances, but most are going to be reasonable enough and just focused on stopping actual crime.
