Sure, but the production lines already exist, they just need to be moved. Will retooling be necessary at some point? Sure, but that’s a problem for later. The specific production, assembly, inspection, and testing processes for each independent factory are in-house knowledge. Is it possible to ship over the equipment, then train American workers to do these highly defined jobs, literally just following work instructions? Hell yes. Is it possible to do so without a disruption in production until capacity ramps up? Absolutely not without bringing in the workers to run the lines now and while training the new employees to replace them. And the bottom line is, we don’t have the contract manufacturing industry footprint necessary to pick up the slack in the meantime.

US & much of the globalized world has been shifting towards an information/technology based society the past few decades. Deindustrialization in America during the late 20th century (fundamentally during globalization) forced blue-collar workers/factory workers out of jobs.
American steel mills and such factories failed in the past, particularly due to global competition. In all honesty, the only way I see the administration "returning America" to (your) ideals is through the isolationism of early 20th century/pre-WWII. Though, that would be economically disastrous & turbulent as currently illustrated.
