I learned engraving from one of the only certified master gravers in the country for example and to do that I had to move to AZ for two years, incidentally I also learned gunsmithing then as well.

Metal working in general isn't really hard, it's a very forgiving material due to the effort required to work with it.
You make it sound as though it's some mystical things that cannot be trained efficiently or quickly but that isn't true, especially if the goal is to do production work and not design.
There are enough teachers, most larger colleges have "art metal jewelry" courses people can take but the interest isn't there nor are there enough jewelry production companies with facilities here to have much of a job market.
Art and custom work is much harder to do, whether that be alone or finding a job to do so.
No one wants to make costume jewelry for pennies as a salary either.

The core of the problem is that a shit ton of people would love to go from hobby to pro, but you have to pay money to learn for the slim possibility of being employed. And this is all because jewelry jobs are outsourced to overseas. If, for example, overseas workers didn't exist, then the domestic labor demand would force companies to have paid apprenticeships in order to train people up for the demand.

It's a supply demand situation. For example, stone cutting is a niche craft now, but when cathedrals were being built the masters needed teams of apprentices to handle basic stuff. Even if you were a dude just carrying the rocks around, if you had some talent, you'd eventually learn something.
Now people have to seek out the training in odd places because the industry just isn't there. Offshoring production just makes everything worse.
