Because the cost of construction, and American labor (even at minimum wage) and benefits and various levels of government regulation (bylaw, development, environmental, safety etc) ouweights the cost of tariffs.
Plus the cost of supply chain /shipping, when most components and raw materials are not from America.

We can bring back manufacturing but it would need to be a slow roll out as it takes years to build a factory, train workers and a get a product to market. You can't just go from 0 to 100 in a few months. Plus as Mike Rowe was saying in some interview, there are something like 500k+ open jobs right now in manufacturing sector but people don't want to do them.

American minimum wage is $7.25. It is low enough that this country can be competitive when considering the additional labor reducing technologies this country could employ. Regarding government regulation, that can simply be changed as needed.
Regarding supply chains and shipping. Most raw materials can be sourced from America, and components made in America, many already are for our defense industry.
Regarding economies of scale, China doesn't even do the bulk of manufactured cheap bullshit goods anymore. It was nearly entirely because their wages were even shittier than they are now, and that they'd work in sweat shops, so even though their labor and craftsmanship is shittier, the lower price and lack of regulations or tariffs meant American industry couldn't compete.

Americans have the best work ethic in the entire world. We work 50.5 hours per week on average, have the highest productivity (no, fake Chinese data doesn't count), and take fewer vacation even when vacation hours are available.
IF something is too expensive, it won't sell. IF it doesn't or won't sell, the factory closes or never even starts production.

Rent is probably $1400 a month for a one bedroom. Imagine going to school to learn a trade and when you get out you get paid less an imported third worlder at an amazon factory. The icing on the cake is that they drive uninsured driving up your insurance rates and a whole lot of other bullshit. Right before CA's minimum wage went up from $16 to $16.50 my work place dropped their new pay step guide. Ya know like X numbers of hours you get a fixed raise blah blah. It tops out at just under $30.
The floor, as in step one, went from $16 to $16.50 (new min wage). But most other step did +.25-.35. So say step three in 2024 was $17.50. It should have going to $18 in 2025, just to stay even with the progression over min wage floor.
Really the increase should of been at least to $18.25... Like ok +.50 being the floor went up +.50 and then here is your increase of .25 or whatever. Nope... They go oh it was 17.50? Ok your new pay for that step is $17.75. So in others words everyone fell down .25 VS cost of living. It's also bizarre to even be talking about .25 cents VS .50... As my co-workers have $1200-$1500+ rent.
Regulations increase production costs, increased production costs means cut corners where available. Foreign markets undercuts profit margins too, which means less workers available to hire.
