It's a matter of that generation of jets being complicated to operate, requiring lots of training and skill while newer generations of anti-air are relatively simple. You also have to consider that the Rafale is a multirole fighter and SAMs have just one purpose... it's easier to lock an aicraft in open sky and fire a missile at it than it is to defend from that missile while also trying to engage targets. The brownoids will always fare better operating the simplest equipment regardless of which side they are on. Lack of ground clutter alone makes operating a SAM much easier than an aircraft performing SEAD or DEAD, or whatever it was they were doing. There's also no excuse to get downed by air defences (save for MANPAD) performing any other role as that's what SEAD and DEAD are supposed to take care of first.
