1. Strict control of all political financing. Political candidates would have to receive flat financing from the state and get the death penalty for taking private funding. Politicians must be monks dedicated to impartial public service.
2. All accumulation of capital must be individualistic, you can only make money by pulling yourself up by your bootstraps and cannot coordinate within a group of financial actors, since Aryans are terrible at this.
3. Since media is basically mind-control for goyim, all media must be state owned and dedicated to some state identity or state ideology (which would need to be invented from scratch and enforced).
4. Strict limits need to be placed on the concentration of wealth, because history indicates that any system can be bought our and subverted when enough money is spread around.

Also reason why you can't have nuclear energy is because nuclear energy is more like an energy machine or energy actuator. Cheap available energy liberates people from the behaviors of feedback in a closed system that would otherwise reward social planning. The hypermoralization in pursuit of surplus energy (feed the world, world peace, end all violence, etc), is an evolutionary mismatch expressed as the need to fill an empty void in the pursuit of endless boundaries absent of limitations. Very few have considered how much their lives will have to change when those limitations become apparent.
If we were to assume a technological society requires existing within an error space that never requires a correction, the probability of any correction to a normal configuration relies entirely on the energy used to supply that system. If we do not have the energy we cannot afford to make such a mistake. An infinite amount of energy consumption only produce a maximum amount of error. All living systems resist entropy by repeating form. A system will usually allocate a certain amount of energy to propagate backwards for error correction, but under certain conditions this fails to occur. This is called control and we understand this as governance.
Notice how whenever a politician encounters a problem, the answer is always to print money and build an institution. This would never work if oil was not abundant. So to a politician today, an error is just another expense rather than something which requires a correction. And that is why nothing ever happens, but this is a very temporary luxury. A system can only function without unity and harmony if it has an abundance of cheap energy. That does not describe our current situation. It only functioned that way in the past based upon ignorance of what is about to occur. There is currently no ideology to represent what life will be like in the future with less hydrocarbons. The problem arises when you have to input energy to get energy. So since we use energy for everything in the form of petroleum, it is more like inflation. But also there is less return on investment to discover more oil reserves. It takes years to build a well and return an investment. We can all track the rate at which people are investing and discovering and drilling more oil. At the rate we are currently at, demand will exceed production in a few years.
What makes oil so unique is that it doesn’t have to be made. It only has to be harvested. The oil is just there in the ground. The consequence of this is that anyone can make use of it and everyone who uses it does not know how to make it without using oil to make it. It cannot be substituted. It is the primary energy source for everything and feedstock for most industrial chemicals. If you had to produce the hydrocarbon molecules you consume a much different world would exist with far less abundance. When you spend dollars you spend energy, and likewise debt is a lean on future energy production.
GDP is correlated 1:1 with energy consumption along with population growth. Technological development and innovation is correlated 1:1 with population size. The ability to innovate and manage current existing technology requires maintaining the health and size of the population. For example, many people will fail to invent a thing before such a thing is actually achieved. Innovation has an energy cost overburden. Doing such things and maintaining them is only possible with excess surplus energy in a society that is highly managed to achieve that goal.
But if we were to discover that technology and excess energy itself is in some way hostile to living things, like for example low birthrates, these conditions cannot be sustained. Take a look around your city and realize nothing is living. The society you live in is hostile to life in general. It is just as hostile as standing on top of a grenade, or the Newtonian equivalent of standing in front of a car moving at 200 miles per hour. You are continuously immersed in vast amounts of available energy in the absence of all control. For living things this is not survivable.
