While it's true that Wallmart is not a monopoly in the sense that other big box stores exist. In certain regions of the country there is literally no competitor and they do indeed have a local monopoly.
And sure, other stores technically "compete", but those stores don't have access to the same global supply chain as Walmart, and therefore are not really true competitors. You will go to the big-box store for almost everything, then stop by the smaller store for a few specialty items.
So yes, Walmart would be classified as a monopoly, that's why they can do things like this.
