There is the option to enforce Lumen limits on Federal Highways to reduce auto light pollution.

Your eyes take at least 15 minutes to adjust to the night sky, but you ADD zoomies can't look away from your phone for five minutes. Sad

You have to be out on a new moon with really clear atmospheric conditions and spend long enough away from artificial lights to let your retinas fully sensitize. You can't go from looking at a screen or having a dim lamp on to seeing that stuff in 10 seconds or 2 minutes or even 10 minutes in many cases. It takes a little while. If the moon is out at all you're not going to get the proper effect. Unfortunately most people who talk about this stuff don't mention how much planning goes into seeing the sky like portrayed in the really flashy photos. Astro nerds do but nobody really listens to them.

There's plenty that cities can do to reduce light pollution without really sacrificing anything of value (remove billboards and the like, better designed street lights, reducing anything pointing upwards in general since it's fucking pointless).
