Yes. In most cases the money will go into the band account and the Chief usually has sole discretion on what gets doled out and where. They'll take care of themselves and their own family first before giving the leftovers to the community members.

There are a handful of good chiefs though, such as Clarence Louise of the Osoyoos band. He's been chief since 1985 and opened a successful vinyard and other ventures, so his reserve is doing well. He's definitely the exception to the rule.

During Stephen Harpers reign (2005ish-2015) he made a law requiring all native band chiefs to disclose all reserve financial records in order to identify and address rampant corruption. Many bands refused to do so. When Trudeau took over in 2015 he got rid of that requirement.
