There's plenty of places that are small and rotting but the people are, if not less trashy and methed out than somewhere like central/western PA or parts of ohio, are at least friendlier and make it nicer to be in than a town in similar economic decay further north. There used to be some big business there and it moved away leaving behind the remains of a town that no longer has employment to support it. Oil City the town in that video clearly used to have an oil industry that moved out.

I live in western NC close to the SC border and there used to be more run down towns like that back in the 90s and 00s after the textile industry left; but things have recovered since then. There are still some really lousy towns in the majority black areas of NC and SC. I think places like this are more common in the deep south Mississippi, Louisiana and Alabama which are the poorest states in the south.
