I don't think you appreciate the amount of energy it would cost to move water that distance, let alone just to build the infrastructure. This is not even considering the environmental impact problems. You have a source of water right next to you, it just has salt in it. Build yourselves some desalination plants and use nuclear power plants to produce the electricity needed.

However, a real plan for this was drawn up in the past. The idea was to build a giant canal from the pacific northwest down to the desert.
An easier but smaller scale way to get water would be to build a sea wall across where the golden gate bridge is. The san fran bay receives much of the water from inland south cali. This water could be sucked up from the bay if ocean water was prevented from entering.

There was already a river running from the bay through central CA that provided water to the farmlands and could've been routed to the deserts below.
