Militaries used to have a big problem getting guys to actually shoot to kill. It wasn't a matter of accuracy or weapon quality either. Guys with smooth bore muskets could reliably put holes in paper targets. If you line up 100 civil war era guys and have them shoot at a target representitive of an enemy force, (high, width, range etc) you'd get 100 holes in the target. But magically, when you have them shoot at actual men, somehow 98% would miss. And that number is pretty stable across wars before the vietnam era with new recruits. Essentially, only the 2% of legit psychopaths in the population will try to kill other people given the chance. That's obviously a problem for any army.

The way they solved this problem was to train guys to shoot at targets which look as human as possible, time them, and issue punishment/rewards for hitting. Basically you get them to pull the trigger before they can really think about it. Stimulus>reaction>result...

Now, apply that to FPS games. The kids who grew up playing them have already been imprinted with the desired killing intent. Now they just need the fitness/firearm skills etc...
