Absolutely false. Anywhere outside Montreal, most people have a basic grasp of the English language but are nowhere near proficient. I'm mid 30s and haven't lived there in 12 years, but was born and raised in a 50k people town in rural-ish Quebec. I suspect things may not be as bad nowadays with younger generations being exposed to online content, but back in the 2000s you couldn't find a bilingual fucker outside Montreal unless they were from English Canada or an immigrant. English was taught in schools as a secondary language with the same seriousness Spanish is taught in most schools that aren't near the southern border in the US...
