Trump doesn't hate China he just needs to move a lot of production back under our control for strategic security reasons. China understands this and is negotiating in good faith. Their problem is that much of their economy is strongly dependent on exporting consumer goods and huge numbers of people operate and work in factories doing so. Cutting this off is a problem for the Chinese for several reasons. Trump understands this and is working on handing over access to the European consumer market for China. The US is de-coupling from Europe and wants to reduce trade activity with them as much as possible. In exchange for China accepting the new production terms with USA the USA will crack open the EU market for Chinese goods in order to make up the difference.

That is what is being discussed. If the China discussion is pushed back to August that means they anticipate the EU discussion to take longer to complete. The USA only cares about one import from Europe - pharma. That can and will all be moved back to the USA because pharmaceutical production is trivial. European cars are the other major sector and we don't really care about that as much as the Euros do so they'll find a way.

China will become the major consumer goods supplier to Europe, replacing their lost US business. Europe is the big loser in these negotiations. China, USA, and Russia are building the new world model. You'll see.

But those aren't the drugs you're complaining about, the licensed drugs you really want to bring down costs for are and will continue to be held within EU companies (Novo, Novartis, AZ, Sanofi etc). In this case you're not talking about relocating pharma 'production' but entire R&D functions away from EU headquarters they've been located in for decades. Short of spinning up hundreds of competing R&D pharma companies de novo you have literally no control over this. Gutting scientific funding doesn't exactly help in this regard either.

Even if you achieve domestication of those industries at 50% markup, your tariff revenue (a consumption tax) evaporates and suddenly you're now paying tariff prices to raise zero revenue. Assuming the companies don't pocket that 50% as profit it goes into energy companies or at a push salaries, now congrats everyone is paid 50% more and you get price inflation.
