The most powerful branch is the Legislature, by design. They can declare war, print currency, write laws, impeach public officials, and override the president's single check on their power by supermajority vote (i.e. veto). The president can act within his constitutional powers.

Your confusion might stem from the fact that many feckless US Congresses has delegated a share of their responsibilities to other branches. This is why presients can often conduct "military actions" without an official war declared or play with tariff powers without going through congress.
These are not his constitutional powers, but merely subordinate laws to shift the burden of governance from the US Congress. We don't have kings. We have a fairly weak president by design...
