The President has always had to deal with congress, it's part of what 'playing politics' is. No President ever gets 100% of their agenda through.

The most powerful branch is the Legislature, by design. They can declare war, print currency, write laws, impeach public officials, and override the president's single check on their power by supermajority vote (i.e. veto). The president can act within his constitutional powers.

I believe there are some things you believe are powers of the Executive that are not. Your confusion might stem from the fact that many feckless US Congresses has delegated a share of their responsibilities to other branches. This is why presients can often conduct "military actions" without an official war declared or play with tariff powers without going through congress.

If you look into the history of how democratic systems emerged, it was because of a crisis of legitimacy. "Why do you deserve to rule?" Because of God, the kings used to say. Or because of fate.
Eventually they settled upon manufactured-consent as their claim. You voted, therefore, we are legitimate.

Of course, their finger is on the scale. They embark upon mass advertising campaigns to steer your vote. That's really the purpose of the democratic system.

They can't get their way all the time, but they get their way statistically enough that things always trend in their direction over time. So rather than a straight line from A --> B, it's a jagged line with ups and downs. However, the wind is at their back, any interruptions or aberrations are just an annoyance. "Gotta get the consent of the people I guess", so they spin up some more campaign ads.
