Strategic bombers are used for first strikes, because you can take off with them and launch cruise missiles from just outside the range of air defenses and the opponent doesn't get any warning. ICBMs and SLBMs are detected immediately by satellites. Cruise missiles are effectively undetectable when launched, and fly under radar hugging the ground until there's a 40kt mushroom cloud somewhere.
Russia's strategic bombers still aren't great, because they aren't stealthy, so NATO/US fighters always intercept them and fly alongside ready to shoot them down if they open their bomb bay doors. But in theory they could refuel in the air several times and come from an unexpected direction and not get intercepted in time.

I don't think the contract from 2018 was mean to account for losing 8 TU-95's this week, and the ten on order has been 10% fulfilled.

They were theoretically operating ~50 TU-95's, The 10 Tu-160's were to help maintain capability in the medium term. That order for 10 aircraft will not be complete before the mid 2030's, and they were expecting to continue operating most of the TU-95's even then.

It's a big hit to their capability over the next decade. It's not a crisis, but it forces them to make some difficult decisions. In terms of immediate battlefield impact the A-50's are going to be the real problem.
