As the supply of oil and minerals that are easily accessibly starts to shrink, there will be investments in technology that will make underwater resource prospecting and extraction more affordable. We're gonna die from climate change before we run out of resources.

The reason oil formed historically is because the bacteria etc that break down certain forms of organic matter hadn't evolved yet. There were millions of years of shit dying and piling up and not being fully decomposed. It's not necessarily dinosaurs, it's just anything that bacteria etc haven't evolved to decompose yet. For example when trees first evolved there was nothing that could decompose the bark, so it would just pile up as trees died. Once that layer of bark ends up trapped between rock strata the pressures convert it into petrochemicals. This never happens anymore because there are bacteria that can break down bark now, so it never has a chance to pile up.
We still have examples of this "piling up" today with shells piling up on beaches because nothing has evolved to decompose them yet. Plastics piling up in landfills/riviers/oceans/etc is the same thing. In fact if new oil is produced through geological processes in the future, it will likely be from plastic waste, since what you need is something that is hydrocarbon-based that doesn't decompose being buried under the layers of rock and earth over long time periods.

Creating gasoline from raw energy is about 7% efficient, which means the cost of fossil fuels will increase from how much it costs to suck it out of the ground, to 250% of the price it is now because if you want fuel, you are going to have to pay full price for the energy to create it, and you're going to have to pay for transport fees in the same way you're paying for it for it sucked out of the ground.
Companies will form to place solar panels in the the desert peeing fossil fuels into a tank and selling it for a supply and demand float of what market will bear against judensubsidization which will make it cheaper for some at the expense of others.
When gasoline is made in this way, its name will be upgraded to "clean fossil" because most of the toxic gasses from internal combusion are from impurities in the fuel and inefficiencies in the engine, both of these will improve somewhat as the centuries roll by.
