The reason markets don't work for housing like they do for most other producible goods is that the value of housing comes from location and the supply of land in any particular location is fixed. Some asian countries have a system where only citizens can own land. Foreigners (including multinational corporations) cannot own land and must rent from citizens. It seems to be quite effective at reducing speculative hoarding while not requiring citizens to sacrifice any rights at all. Of course if you live in the same country as all the speculative hoarders then you might need additional measures which might infringe upon the rights of citizens somewhat.

This has the issue of subjective measurement. How big is a house? How long is a piece of string? Etc. Any regulation of this kind would need a more objective way of measuring things. Something like land area etc would work better, but still has issues. For example a farmer would be incorrectly flagged as a hoarder under this system. You would need some way of allowing farmers to own large plots of land for work without creating loopholes that allow speculators to masquerade as farmers in order to buy up all the houses. Maybe just do what china does and designate some cities as "special economic zones". Land ownership in these cities (mostly living space) can be limited to X per individual or whatever, but land ownership outside these cities (mostly farmland, industrial sites etc) can continue as a mostly free market.
