If production lines for the planes were shut down then a lot of production lines for the parts were probably also shut down, and it would be expensive to restart them. The parts might need to be hand-crafted individually, which would be expensive. The people who worked on the production lines will have been laid off and many will have retired, so the expertise for how to make these parts will have been lost and must be rebuilt.
