Neither rifle in the picture is free-floating. AR barrels aren't free floating. ARs have a "free float" handguard but the barrel has a gas system so harmonics are affected. The only true free floats as far as I know are roller delayed (eg G3) and bolt action.

For optics, that's where you really don't want to skimp. Budget at least $500 for a red dot or at least $1000 for a magnified optic. Aimpoint, Trijicon, Holosun are good options. You're buying glass quality, QC, and by extension reliability.

I've got a CETME civilian variant, have to agree. Looks really good, delayed blowback on a battle rifle is rough for rapid fire though. AR-15 and its variants are technically interesting and probably more useful in a pure 'performance' measurement but alot of modern american firearms are really focusing so much on being 'cutting edge' they sacrifice the very meaningful aspect of having something efficient in both performance and economics.
