This is a valid reason for tariffs, but the problem is that Trump isn't focusing on any specific sectors like medicine. The Tariffs he introduced will impact everything, including things that shouldn't be produced in the US. It's way more effective to train Americans to work in industries that create a lot of wealth instead of putting them to work making T-shirts in a sweatshop. Nobody's going to move those to the US because it's not the kind of job that Americans want to do, which means this tariff won't impact shirt manufacturing in the US but will increase the price of the shirts. The same thing for any other industry in which the US can't really compete in due to higher costs. Even a 50% tariff is meaningless if labor costs are 1000% higher.

One year is nowhere near enough to build the required infrastructure and supply chains, let alone to get everything up and running. The US doesn't even have enough unemployed people to staff so many factories. If we're lucky we might see some results by the end of Trump's term, assuming he doesn't change his mind before that. The unpredictability is another factor which is going to slow down any potential changes since it's not clear if any of this is even going to stick.

There are also a couple of other reasons why these tariffs are such a bad idea. The first one is that counter-tariffs are going to make American goods much less competitive internationally, which hurts American businesses. The second one is that the tariffs are directed at most of the world at the same time, meaning other countries can focus on only countering the US while the US has to fight on multiple fronts. Tariffs are not a bad idea in general, but the way in which Trump is implementing them is going to backfire massively.
