If you want to actually raise the birthrate you need incentives to be routed through men, not women, because most men like starting families and having kids (abusechad does not, but women gravitate towards abusechad) but women don't, and need to be coerced into it. So you give the benefits to men. For example, for every child a man has, he gets 25% knocked off his income tax rate for all income below 100 grand. If he has 4 kids, he pays no income tax on the first 100 grand he earns (anything above that, taxes are still paid, so that millionaires aren't getting handouts). This would benefit the middle class most strongly, because poor people don't pay income tax anyways, but the middle class gets gouged. Then you could add onto it so that the next 4 kids he has, he gets a negative 25% income tax (again, for income below 100 grand) per kid, to a maximum of getting 100% negative income tax. That would strongly incentivize having 8 kids per household.

And because it's routed through the man, and only the man, it would discourage divorce, and would encourage women to partner up (because if they became career women they'd still be paying taxes, but a man with a bunch of kids can more easily support them as stay at home wives raising their kids). You would obviously need parental custody in case of divorce to go to the father, and for divorce to be made much harder, as well as for adultery to be recriminalized.
