All roads in 'built up areas' are 50 by default, but you are required to drive to the conditions. As you say, 50 would be highly reckless on some of these roads, and on others it wouldn't even be possible due to how narrow and twisty they are.

If you go over to Anon Babble you will see a lot of people complaining about this limit, and if you drive rural roads you will find the a lot of locals travel 110 or 120 instead.
