So, every Province has a set number of ridings (functionally congressional districts.) Each riding elects an MP, and then the MPs caucus together by party. Whichever party has a majority becomes the PM. It's basically the exact same as the Speaker of the House, except he is the head of Government, not just one branch of the legislature.
Because ON and QC have the biggest populations, they have the most MPs. Just like California and Texas have the most Congressmen.
