Where I live we have a straight road zipping through the entire city into a poorly regulated intersection where the view is obstructed by fences and shrubbery. Accidents happen all the time. If you're speeding even a little bit and the oncoming traffic is taking a turn accidents are impossible to avoid.
Nobody can fix it because the people responsible are corrupt nepobabies no matter who's in power. That's just how the system works and we don't have the advantage of Germanic conscientiousness.

If anything, more people drive after drinking - but I don't think it's the case, since in Germany, for example, you can legally drink more and drive than in Poland.
