When you book a hotel you voluntarily give said information. Now if you book a hotel and go to the hotel next door, they may or may not have the information you gave the other hotel depending on who owns what. Most citizens are going to have some sort of connection, it just depends on quick and easily accessible that documentation is (which is why if you apply for a passport you have to submit your birth certificate). But plenty of people don't have passports, lost or had a birth certificate destroyed, etc.

So sure the "easy" part is tracking the paper trail of a citizen. The difficult part is often connecting the paper citizen with the human before you.

I'd need to do some digging to find the study again but people have a pretty consistent failure rate when looking at a photo I'd and matching it to a human in front of them. It was actually pretty darn surprising.

But on a practical sense, if you accept there needs to be some kind of visa holder, you risk pissing off many citizens. Asylum is charity. Asylum cases have even less protection because they're here only as long as the American people have to good will to host them.
