In other instances where a band still can't solve the problem... they don't have the money. Like they have the money but they also don't. The federal government is very strict on what can be paid for with what federally-overseen funds, and how. So maybe you hear a story about how a band is building a new ice rink but has a boil water advisory and you feel like the band leadership is fucked, but it's actually the federal government that will approve spending on one and not the other.
Then whenever the federal government does approve spending they might require it to go through approved contractors, who are all longtime members in the business of how to screw the Canadian government by providing the bare minimum, and then when say housing wholly inappropriate for the environment moulds and rots in 5 years they get to go back and respond to a RFP to do it all again.
I think there's also difficulties where certain employees for things like a water plant need to be First Nations on the reserve but also need specific qualifications so it's a very small job market and easy to not find a match.
