We tried that shit in Argentina several times since 1946 (Peronism). It turns out that the Asians working a million hours a week for 2 pennies still are cheaper with tariff and all if you just put 10% like Trump did for everybody but China and if you make them higher you end up paying 3 times for everything, but you do get factories and those factories import all the parts and materials.
It works, but it's just a giant hidden subsidy from the entire population of the country to the people working on those factories and for the owners. It's best for everybody if you just give those workers a goverment job or a goverment handout directly and buy the shit from the Asians really cheap. We make cars, monitors, tv and cellphones in Argentina (AKA we buy the parts from the Asians and we assemble that shit here). I had to pay 1200 dollars for a pc monitor that you can buy for 300 in Amazon, before the tariffs, but mine has a nice stamp that says "MADE IN ARGENTINA".
The only exception is strategic shit that you may need in a war. For the rest, don't do it.

Supply chain are too complex for factories to come back in the US in the time of Trump's mandate. Tariffs is probably the wrong tool too because each time someone is going to think "but what if I move my factory back in the US", he'll realize that
1. Most of the raw material he use will still be under tariffs, some may not come from China but it will still be a big overhead on the cost
2. Parts he use to build will still be tariffed, making only a marginal gain on his overhead

Manufacturing has become really complex and industries have build a lot of synergy between production plants. Tarrifs are a blind and powerful tool that probably won't work in the political time Trump has. Even if he manage to keep it up during his whole mandate (and throw US economy enough in the gutter so it's profitable again), most of the factory will still be at a building stage when someone who based his whole political platform on "I will end tariffs" will come and undo everything.
