I would *think* that unfinished film can't be taxed, yeah. But foreign countries give Hollywood so many tax breaks it would likely still be worth it. I believe Vancouver actually taxes these guys with negative rates they bring in so much extra business to BC's coffers.
CGI and stuff might be made in India and China but maybe not
That's what I was thinking. Much easier to tax a completed animation deck from Korea than something non-physical like a filming location.
