I worked in the construction of one of these bases. The South here has 2 or 3 that I know of. Possibly more. They're massive and no, they're not vetting anyone. They do say it's bunkers. My contract literally says it so. I'm a civil engineer and all I did was calculations for pumping systems and excavation areas.
