If they tie their currency to euro, then trade with EU countries becomes more predictable.

Before Baltics joined EU, Estonian currency was tied to deuchemark. Lithuanian currency was tied to USD. Latvia currency was tied to basket of different currencies.

If Ukraine mostly does trade with markets which use USD as standart currency, then it makes sense to tie grivna to it. If EU market dominates, then it might make sense to step back, especially now when because of erratic decisions of D.Trump, USD value rapidly fluctuates.
