As far as I know America doesn't have the infrastructure in place to pick up the slack if all these companies decided to shift manufacturing to the US because they aren't manufacturers. China offers manufacturing services, which is totally different from the old idea that a factory both invented and manufactured things.
Right now an air conditioned office designs and invents products and a factory makes them.

2.) Source parts from a cottage industry of specialized manufacturers (this is how the Japanese automakers source a lot of their parts, small family businesses with a few employees who only make certain springs, screws, bolts, etc. for major manufacturers).
