Imagine if North Dakota said "We are no longer part of the United States, we are Canada now".
Imagine if western Russia said "We are Finland now".
Imagine if part of China said "We are new independent country now".

Everyone in a country has a stake in every other part of said country, because they're part of the same economy. They have shared manpower and shared resources. So a secession has to be planned and agreed upon because it affects everyone.
And there are people who live there who don't want to secede. You go to sleep in one country and wake up in a new one because a bunch of morons in your local government said so.
