I suppose if he could lower the cost of gasoline then eventually that would decrease the cost of transporting food and hopefully lower the cost of groceries but I don't know. Also, what would stop grocery stores from just keeping prices the same and taking the profit? Is there enough competition in the grocery business to prevent such profit taking?
