It is hard to conceive of a number system that lacks decimals or fractions, or even how to conceive of them in another way.
The idea itself interests me, however. I started thinking about something along these lines a year or so ago. I started thinking there may exist some sort of number system wherein prime numbers are the only whole integers. The numbers between them being almost like fractions. It could work theoretically. But in terms of practical applications, it would be limited to those formulations based around prime numbers.
