No, it's explicitly auto-start/stop. My car has literally the EXACT button from the OP screenshot, with the A and the circular arrow. It's called "auto start/stop" in the manual. It's used to stop the engine without keying in the ignition, and while keeping all electrical systems running etc., exactly like how is described.
And it activates when you're in neutral and your clutch is fully released. The engine then starts back up immediately once you press the clutch down in order to shift out of neutral, usually by the time you've shifted into a gear and are ready to accelerate it's already back up.

How often do you actually go into neutral while actively driving?

If I see a stop coming up, I put in the clutch and coast to a stop. If I think the light is going to take more than maybe 20 seconds with the clutch in, I put it in neutral and it has never turned itself off. I have also kept it in neutral with the engine running for several minutes with or without the parking brake and it's never turned itself off there either. I drive a WRX. As far as I can tell, Subaru just threw in the towel with the MTs for all those kinds of "features", it has no lanekeeping, no radar cruise, it's just an engine, gearbox, and wheels. It has a forward camera but the only purpose stated in the manual is to auto switch the high beams, a feature I don't use.

That's fair but also if the light is gonna take more than 20 seconds - let alone if you're idling for minutes at a time - it's usually exactly when I don't mind the start/stop activating.
For that matter auto start/stop never works for several minutes at a time because, presumably, of the way it keeps the electrical systems going and the hydraulics pressurised etc. After maybe 40+ seconds or so the engine will turn itself back on. If I'm idling for several minutes (e.g. waiting for someone) I just key off the ignition at that point.

It's based to prefer a minimalistic card with as few features as possible, but it's also not the end of the world IMO.

Amerimutts don't drive manuals. On automatics the Start-Stop crap is engaged the moment you're at a stop and have the brake pedal pressed while in Drive. Shifting to neutral would most of the time start the engine again.

It's a feature that's designed to pass a very specific emissions test in California (which is also why they require it to be on when the car starts, it has to be a "default feature" to count). All of the major losses in MPG don't come from idling, but from accelerating. Maintaining a constant RPM (either idling or cruise control on the highway) is always going to be the least stress on the car.

Most starters are built to withstand it these days (which also adds weight) but it does basically nothing for MPG. The last owner of my Mercedes never turned it on, and I've tried using it since I wanted to see if it impacted much. It will only ever look like you saved a lot of gas if you are making a short trip with it on with a few stoplights. It's mostly worthless otherwise, if you really wanna save MPG you're better off shooting yellows so you don't have to stop, but of course then one day you might end up with a big insurance premium after too many crashes.

My driver is a 97 and it is clean as a whistle. There is a fine line between what makes sense DIY and what doesn't. Generally I try to do what I can myself but the beauty of a vortec350 is that even if you have a mechanic do something it will be fairly cheap and they all want to work on them because they are easy.

You should go to neutral and take your foot off the clutch imho. If it's going to be a really short stop its OK to stay in gear though. Or maybe if youre rolling in to yield for a right turn etc. But a true stop at a red light I try to always go to neutral and foot off clutch when I'm holding the brake especially on a high torque vehicle.
