If the price per stuff increases then it's inflation. It doesn't matter if the price remains constant while the amount of stuff decreases or the price increases while the amount of stuff remains constant or some combination of the two. It's all just inflation. $1 per oz is $1 per oz. Doesn't matter if it's $0.50 for 0.5oz or $2 for 2oz of any other combination that gives the same ratio.
Of course there is a reason why portion sizes decrease, but that's just because nobody would buy them at the current $ per portion ratio if they kept the old portion sizes. If it's $1 per oz and they are sold in packs of 100000000000000 then nobody is going to buy them because nobody has $100000000000000 to blow on goyslop, even though it's still just $1 per oz. If you want more than the standard pack size then you can just buy multiple packs, but if you want less than the standard pack size you can't just open up the pack and take half of them.
There is one case where reducing the size does matter though, and that's surface vs volume ratio.
For example there is actually a difference here. Two half sized wagon wheels are not the same as one full sized wagon wheel because larger things have more volume per surface area. The two small ones are going to have more proportionately more chocolate and less filling, while the single big one is going to have proportionally more filling and less chocolate. For foods that rely on a balance of tastes, this could genuinely reduce their quality.
