I think a few reasons. The automotive industry, obviously. A lot of good land and routes to lay tracks are already occupied by the highway system. Well developed domestic airline infrastructure, etc.

I live in fresno california. Some track has definitely been built; I drive past it all the time on the 99. I dont know how finished it is, but there are freeway overpasses and bridges for it.
