When the tough on crime policies were eroded in the 2010s it led to another massive crime wave from ~2018 onward, not only is that conviently cut off in that graph but many major metropolitan police departments and DAs stopped prosecuting crimes and started underprosecuting even murders (charging them as assaults or manslaughter). You first need someone to report the crime to the police.

Then you need the police to investigate if the crime actually happened.

Then the police must create a report that the crime happened and they are investigating it.

Then the state attorney must approve that it is in the interest of the state to persecute the crime.

If any of these fail the crime has never statistically happened, even though it is in the system.

This takes a huge amount of effort by the police to do and is massively restricted by manpower, i.e. there is a maximum number of crimes that a police officer can realistically register in a year that is practically always maxed out.
