Starting in the 1970s there was a massive increase in the number of mentally handicapped and disabled children in public schools due to deinstitutionalization and mainstreaming. This placed a heavy burden on the schools and teachers who had to deal with these kids since they were often disruptive and tended to monopolize the teacher's attention.
To deal with them, the schools created Special Education classrooms dedicated to dealing with the handicapped kids and hiring specialized teachers with a psychology background to babysit them. Crucially, the schools also started receiving increased federal funding based on the numbers of students they had in Special Education classrooms.
At some point, someone had the idea to identify more and more "special needs" kids and put them in special classes to get more funding. This is when GATE and similar programs were created.
Teachers began to flag kids were relatively high functioning in most areas, but deficient in others such as social development. There was still a major stigma against being retarded at the time, this was before things like autism or Asperger's became popular. Parents wouldn't agree to putting their kids in the ordinary Special Ed classes with the retards, so instead euphemisms such as "gifted" or "talented" were used. Narcissistic boomer parents took the bait and signed their kids up in droves, and schools received massive amounts of federal funding.
What you remember as weird "projects" or "testing" was just busywork. There were a lot of abstract logic games because that was the best way of keeping your autistic brains focused.
There is nothing strange at all about the fact that GATE kids from different schools remember working on similar type of work. Textbook companies developed standardized curricular for GATE and sold it to school districts across the country.

You actually are not far off at all. IDK about those particular audio files, but something similar to the hemisync technique has definitely been used for nefarious purposes in the past, most infamously by the Aum Shinrikyo cult in Japan.
Ordinary hemisync involves playing tones of slightly different frequency in each ear. This induces the creation of a third tone inside the brain corresponding to the frequency offset between the first two tones. In hemisync, this is just used to create internal brain waves with frequencies between 4-7 Hz to allow the brain to enter into the theta brain state that is ideal for remote viewing.
