One would say that elderly knew that didn't have family and should've planned and that veteran should've taken advantage of the dozen free opportunities and programs to beat addiction, disability etc.

It works more on Medicare and Medicaid, private kick-in, etc. There are various insurances to ensure a private, basic 5-star retirement home for the elderly, etc. Not even counting illness, there's a generation gap from our Baby Boomers to Gen X and Millennials regarding what was possible in one's lifetime. The issue is likely going to hammer non white extremely worse, as white millennials will likely inherit money and parents planned care where both are opposite in hispanic, black by average. So a state run facility would ensure the lowest care, due to, well staff turnover.
And this is why I say unless the worker can repatriate the wages and build a family or the domestic worker can do the same, I don't see how based purely on medical care we don't consistently import central Americans, here in USA.
