He is more entitled to the ride. Unlike the child, he had to actually work to pay for the travel and ticket. He was also ahead in line and likewise waited however long for the ride. There is no reason to blame him over any of the people that were in line ahead of the child when she joined. If any of those people had not been in line then the child would have been able to ride, so why blame this specific person.
Even if the argument is made that the child should have been allowed to ride, the "villain" in this scenario is the employee that didn't want to stick around a couple extra minutes. This is probably the parks policies in action though. If they simply prevented people from joining the line after a certain time while they finished allowing those already in line, then no one would have to face this disappointment.
