I'm not biking when it's raining or below -5 celsius, and I need to work more than 8 weeks out of the year so I can't only work when it's viable to spend an hour on my bike both ways.

It's one of those things that would be very practical if an entire city is modeled specifically for bikes or public transportation. Like Amsterdam for example. The city has Trams, Ferries, and like 50% of the citizens there have a bike. Probably some of the cleanest air I've ever inhaled

It would turn a 25 minute drive that I take twice a day into two 1 hour and 20 minute trips. That would reduce my effective hourly wage rate considerably.

Thats quite an uncomplex take. The problem is that people in rural areas dont got public transportation or distances are so far away that a bike is insifficent.
In towns it is sometimes able to use public transportation. But when distance and weight of goods you carry increases than using a bike decreases. Factor in security or hygene this will decrease public transport usage too.
