The Chinese had fire lances as a defensive measure to keep Mongols/Jurchens from raiding, as similar tactics are seen defensively with Greek fire in the Crusades. They never had any incentive to raid Mongol castles so there was 0 reason to develop it. They Arabs also had access to saltpeter from Spain. Al-Andalus notably had more of an alchemical tradition than the west (see: Pope Sylvester II) and most of those text made it into the west during the Renaissance. On top of it all the Crusades forced them to innovate it, which incidentally is when cannons started appearing around the 13th century. Literally everything checks out they were obsessed with alchemy, had incentive to attack castles, and had a network of scholarship through the Baghdad School of Wisdom.
