The reason why can't have something like nuclear energy is because nuclear energy is more like an energy machine or energy actuator. A nuclear power facility is fixed capital unlike your refinery. It does not compare at all to the hydrocarbons that are just there in the ground that you harvest from your oil faucet. Even if you had a box full of infinite energy you would still have to use that to make hydrocarbons. So as it turns out, you already have free energy. It doesn't get any better than hydrocarbons. The fact that you did not have to make these hydrocarbons, that they just exist there and its free, is why you have all the problem that you have.
