As someone who lived in Vegas since the early 2000s, the decline is primarily 1) crime-based 2) due to over-dependence on service industries. Niggers have exploded since George Floyd. I should emphasize that I left the area a few years ago, so things may have gotten worse. I grew up around Green Valley Henderson area, which was nice most of the time I was there, picrel was and still is my concept of the area. I went to Vegas last year for the first time in decades. It is the most overpriced, scammy, nickel and dime destination in the entire US. They charge you a fee for literally every single fucking thing. I spent thousands of dollars in two weeks and I literally do not even gamble (was there for work). All that they don't even have buffets anymore. The issue with Vegas is that it is entirely owned by just two corporations (MGM and Caesars) and they are free to price gouge as much as possible and literally hiked prices up hundreds of percent since COVID ended just a few years ago. Everything is pricier than it has the right to be, 1/2 the "resorts" don't cover parking even if you're staying there, and charge you to leave the garage on top of your daily stay rate. I recently stayed there with my wife, was asked to wait at the bar of the Cosmopolitan while they finish getting our room ready, and they charged me $80 for a double of Johnny Walker Black and a Long Island.

My biggest beef is actually the slot machine variety in Vegas. Everything is either Chinese themed visual slop or 5 reel row digital garbage. One machine I've noticed every casino had in spades was called "huff and puff" which was Three Little Pigs themed and there was no shortage of them. Each casino on the strip had 30-50 of these machines specifically. Physical reels are in decline and craps tables which require minimum $50 total spread bets are crazy. Resort fees for my Cosmopolitan stay were $175 /day for the corner suite I booked.

tl;dr Vegas killed itself and is only focused for Middle Easterners and rich Chinese. The classic Vegas experience can only be found on Fremont Street. That or stay at Red Rocks, that's where most locals seem to hang out.

That's because while population only a measly 30k (the South Jersey towns have very low populations overall), unlike all the other South Jersey shore towns that are at minimum 90% white, Atlantic City has a 40% black population. It's unsafe and has ghettos unlike the others so you should only be at the tourist areas near the waters if you go. So everyone who buys/rents/etc goes to literally any other beach town around it as they marketed themselves for everything else and are better at it, leaving Atlantic City known as only the place to gamble and watch your back.
So when gambling is allowed around NJ and PA and the need for AC no longer exists, AC becomes the place with the highest foreclosures in the country. It's past its worst but it's not pretty.

Other NJ beach towns are like Margate, and you can pick how wild you want it (Wildwood is going to be more chaos then a Cape May or Ocean City)

To the extent that locally sourcing some primary produce could be beneficial, that's a small section of a buffet; people don't go to Vegas buffets to eat corn on the cob and turkey, they want a wide eclectic plate.
That's definitely true to an extent, and I agree that the primary issue is crime, but it only goes so far. It's not just a Vegas problem either of course, theme parks around the country are suffering from the same issue.
