Bosnia is basically an international protectorate where 2 out of 3 nations want secession. The only reason for Bosnia being formed is that basically you couldn't make a neat line between the Croats, the Serbs and the Muslims. It functioned ok in Yugoslavia because no one really cared about intra-Yugoslav borders, but it became dysfunctional as soon as Yugoslavia started fragmenting away.

You can't expect to have normal politics in such a context
