The entire purpose of highways is to optimize for average speed and maximize cars through an given area per hour. Zipper merges maximize utilization of road area at the cost of average speed. There are applications where zipper merges but highways lane modifications and constrictions are not one of them. The fewer lane changes drivers are forced to make and the more time and space they have to make them the higher the average speed and the more cars make it through per period of time. Always merge as early as is safe and reasonable.
