I lived in a 10 story dorm that was kind of similar in my freshman year of college.
I do think these style apartments should be legal to build in the US. They are illegal to build in most of the US because of zoning laws. They would lower housing prices to the point where people can afford to live where they work.
Of course, a dorm is different, because the college screens for IQ and there are rules about music and causing trouble.
