If I had to guess there may be a few techniques deployed at once.

1 The recon drone is a high bandwidth relay, perhaps with some directionality to the signals (this alone not only extends range but also resistance to jamming)
2 The FPV uses channel and frequency hopping, perhaps it and other drones nearby can transmit on multiple channels/frequencies at once for redundancy. So when the enemy jams one channel/frequency, the FPV simply changes channel, and the more channels you jam the less effective you are since your peak Watt output is divided with every channel you transmit on.
3 The FPV may use multiple simultaneous relays with a protocol similar to UDP, ie mass broadcasting to anyone listening and the data integrity is ensured cryptographically.

This should make the FPV more jam resistant, extend range etc.
But the quality of the video feed is just amazingly good.
The noise in the video is most likely not even due to the signal but the low light condition.
These solutions, except simultaneous multi channel broadcasting, also do not reduce battery life.

So those would be my guesses.
But we won't get confirmation until the system is rendered obsolete.
